First, how web browsing works;

You type "page.com", you computer asks for "page.com" to the root-DNS (US Government controlled) and it returns you to and IP address given to "page.com", you computer goes to the IP address (thats where the data of "page.com" is).

So now with OpenNIC someone might be able to make new Top Level Domains, like: ".geek", ".null", ".oss", etc, which by the way, can be registered for free :)
